Carroll County PE teacher, Volleyball Coach Arrested for child porn, 2nd time in three years at FSK.

WENSDAY, MAY 11th 2022

"Evan Thomas Harris Frock, of Taneytown was arrested Monday on multiple child pornography-related charges. Frock, the head Varsity Volleyball Coach and a long-term substitute teacher at Westminster High School, was also formerly the Athletic Director of Liberty Christian School in Owings Mills until 2020, and an assistant coach for the Francis Scott Key High School Junior Varsity volleyball team from 2015- 2016.

The Carroll County sheriff’s office says Frock used different Snapchat accounts to send, receive, and solicit explicit photographs and videos of underage girls. He allegedly represented himself as a high school-aged male to facilitate the exchange of explicit photographs and videos. This is the most recent incident of former FSK staff indulging in sexual misconduct against students. In 2019 Kenneth Brian Fischer was sentenced to 22 years in federal prison for producing child pornography.

He engaged in online chats with at least nine boys in order get sexually explicit images. we have reached out to the principal and other staff of FSK high school but have received no response."
